Street Tree Service Request

Anyone wishing to have service performed on their street tree should submit a Tree Maintenance Citizen Service Request Form. For additional information please call the Street Tree Management Division at 215-685-4363.

Regulations for the goverment of Parks under the control of the Commissioners of Fairmount Park - Section 401

SECTION 401. Street Trees, Plants and Flowers

  1. Custody and Control. The Commission has custody and control of, and power to plant, set out, remove, maintain, protect and care for shade trees on the streets of the City. See 15-203 of the Philadelphia Code.

  2. Prohibited Conduct. No person shall prune, spray, plant, cut down, break or remove any tree, plant, shrub, flower, flower bed or turf within the Park, or climb or otherwise injure or deface or disturb any tree, tree guard, or support thereof without the approval of the Commission and, where required, under supervision of an authorized agent of the Commission.

    • No guy rope, cable, wire, sign, or other fixture shall be attached or fastened or affixed on any other such tree or tree support.

    • No pavement shall be laid within an area of three (3) feet by four (4) feet around the base of the trunk of any such tree nor shall any stone, gravel, cement, lumber, or other material be deposited upon such area.

    • No person shall fasten a horse or other animal to any such tree, tree guard, or support thereof, or leave any animal fastened to any tree, tree guard, or support thereof.

    • No person shall fasten or maintain any sign on any tree, tree guard, or support thereof except as otherwise permitted by the Philadelphia Code.

  3. Tree Trimming and Removal. The Commission may order the trimming or removal of any tree branches which hang less than 10 feet above the sidewalk, 12 feet above the streets and 16 feet over a principal traffic thoroughfare, or which, irrespective of height, interfere with or obstruct the illumination of any public street light. The Commission may order the removal of any dead, dangerous, or diseased street tree or stump.

    • All such orders shall be directed to the owner of any such tree and shall specify the required actions to be performed within such reasonable time as the Commission determines.

    • Upon violation of any such order the Commission may itself or by contract trim or remove any trees to comply with the Philadelphia Code, the cost to be charged against the violator.

    • The Law Department may take such action for the collection of such costs by lien or otherwise as may be authorized by law.

  4. Private Contractors. Any person engaged in the business of planting, removing, spraying, pruning, bark tracing, and root pruning of street trees in the City of Philadelphia shall comply with the following rules and regulations relating to the proper performance of said work:

    • He/she shall obtain a permit before performing any work on the street trees in the City.

    • He/she shall sign an agreement whereby he/she will agree to hold the City of Philadelphia and the Commission harmless from any and all claims of whatever nature arising from damage of property or injury to any persons, however caused, through the exercise of said permit either by himself/herself, his/her agent, servant, or employee.

    • He/she shall obtain comprehensive liability insurance for injury to any person or persons and for damage to any property, in such amount as the Commission may require.

    • A certificate of insurance evidencing such coverage shall be placed on file with the Commission.

    • He/she shall perform the work described above in good, workmanlike fashion, and in addition, shall comply with the published regulations for the care of street trees issued by the Commission.
