"Bridge to the Future" - Fairmount Park' Strategic Plan Updated - To read the Strategic Plan Update, please click here. In 2003, the City of Philadelphia and Fairmount Park Commission put a strategic planning process in motion to determine the future of parks and open space in Philadelphia. To carry out this process, the Commission hired Leon Younger and PROS (LYP), a nationally renowned parks and recreation consulting firm. Their mission was to identify the means to establish and maintain Fairmount Park as one of the nation's premier park systems. LYP, plus other national and local experts, used a community-based planning model to evaluate the strengths and weaknesses of Fairmount Park's organizational structure, culture, policies, governance, finances, management, and volunteer and partnership programs. Toward this end, the team interviewed forty-two business, government, and cultural leaders, and conducted twenty-four focus groups, four community forums, two city-wide forums, and surveyed citizens living within the five Fairmount Park Districts.
